What that means is that if your answer is perfectly correct you are accurate. If you score a 95% on a test that means you were accurate on 95 questions out of 100. That is your rate of accuracy.
Accuracy also relates to trueness in another way. Where a question is true are false, true also relates to precision. So your accuracy relates to how often you are perfect. If you use a hammer on a nail you are accurate. If you hit your thumb, you are not.
