Layout the in a hierarchy of need. Those you use most often (tape and scissors) should be closest to you. Then layer them farther out accordingly.
Keep enough space around each tool so you can grab it without moving another tool.
Keep the tool oriented so you grab the part you are supposed to grab.
You should never have to stretch or bend to reach a tool. You also should not have them so close to you that you have to bend your elbow less than 90 degrees to grab it.
